SIOUX FALLS – The grim tally of South Dakota’s drug crisis took a heavy blow as Clarence Williams, also known as “CJ,” 34, from Lancaster, California, was sentenced to 21 years and 10 months in federal prison for conspiring to distribute fentanyl and methamphetamine. The sentence was announced by U.S. Attorney Alison J. Ramsdell following the conviction on July 21, 2025.
Williams had been indicted for Conspiracy to Distribute Controlled Substances by a federal grand jury in September 2024. His plea of guilty on March 5, 2025, admitted to distributing at least 500 grams of methamphetamine. The sentencing marks the culmination of a relentless investigation that uncovered an extensive drug ring operating in Sioux Falls.
Williams traveled to South Dakota with fentanyl and meth from California, enlisting locals to facilitate sales. Seized during the investigation were approximately 2 kilograms of fentanyl pills/powder and multiple pounds of methamphetamine. Authorities also recovered three firearms from Williams, highlighting his use of weaponry in the drug trade.
“This case is a stark reminder of the collaborative efforts between federal, state, and local law enforcement to dismantle drug trafficking networks in South Dakota,” stated U.S. Attorney Ramsdell. “Williams’ sentence serves as a deterrent for those who would exploit our communities with deadly drugs.”
Drug Enforcement Administration (DEA) Omaha Division Acting Special Agent in Charge Rafael Mattei echoed the sentiment, saying, “Our agents are relentless in their pursuit of drug traffickers like Williams, ensuring justice is served and that these criminals face significant consequences.”
The investigation was conducted by the DEA, United States Postal Inspection Service, and the Sioux Falls Area Drug Task Force. Assistant U.S. Attorney Mark Hodges prosecuted the case, with Williams immediately remanded to the custody of the U.S. Marshals Service.
