Kevin M. Dickau, Healthcare Fraud Conspiracy, New Jersey 2024

TRENTON, N.J. – Kevin M. Dickau, a 35-year-old man from Tustin, California, has been sentenced to 15 months in prison for his role in a multistate patient brokering scheme.

Dickau pleaded guilty by videoconference before U.S. District Judge Peter G. Sheridan to an information charging him with one count of conspiracy to commit healthcare fraud. Judge Sheridan imposed the sentence on April 23, 2024.

According to documents filed in the case and statements made in court, Dickau and his conspirators used a marketing company in California to orchestrate a scheme in New Jersey, Maryland, California, and other states. They bribed individuals addicted to heroin and other drugs to enter into drug rehabilitation centers, generating referral fees from those facilities.

The marketing company, operated by Dickau and his co-conspirators, maintained contractual relationships with drug treatment facilities around the country. The company also engaged a nationwide network of recruiters to identify and recruit potential patients. Recruiters offered bribes of up to several thousand dollars to convince drug-addicted individuals to enroll in rehabilitation, with the approval of Dickau and his co-conspirators.

The scheme caused millions of dollars of losses for health insurers. In addition to the prison term, Judge Sheridan sentenced Dickau to three years of supervised release. Six other individuals have previously pleaded guilty for their roles in the scheme.

U.S. Attorney Philip R. Sellinger credited special agents of the FBI with the investigation leading to the sentencing. The FBI, under the direction of Special Agent in Charge James E. Dennehy in Newark, worked tirelessly to bring those responsible for this egregious crime to justice.
