Carjacker Sentenced to 12 Years
Baltimore, Maryland – In a brazen carjacking scheme, 50-year-old Dwayne Frazier of Baltimore was sentenced to 12 years in prison for his role in robbing two unsuspecting drivers.
On August 14, 2010, Frazier, along with co-conspirators John Franklin and Troy Williams, targeted two drivers in separate incidents. The first victim, a man driving a Buick LeSabre, was waved down by Franklin and told he needed a hack to East Baltimore. However, the unsuspecting driver was robbed at gunpoint, with Frazier and his accomplices taking his license, cell phone, and cash.
A short time later, Frazier and his co-conspirators approached three women who had just parked their Dodge Charger in the 4000 block of East Lombard Street. Franklin and Williams robbed the women at gunpoint, demanding the keys to the car. Frazier then drove the LeSabre, followed by Franklin and Williams in the Charger.
Baltimore Police officers responded to the report of the armed carjacking and were able to stop the LeSabre, arresting Frazier. However, the Charger sped away, eventually hitting a parked car. Police located Williams under a parked car and Franklin nearby. A fully-loaded .357 caliber revolver was recovered in the same block where Franklin was arrested.
Frazier’s guilty plea on the first day of trial was followed by his sentencing on June 3, 2013. United States Attorney Rod J. Rosenstein commended the ATF, Baltimore Police Department, and the Maryland Attorney General’s Office for their work in the investigation and prosecution of the case.
Franklin, 41, was previously convicted after trial and sentenced to 414 months in prison. Williams, 44, pleaded guilty to his role in the scheme and is scheduled to be sentenced on June 18, 2013.
Frazier will serve three years of supervised release following his prison sentence. Assistant United States Attorney John W. Sippel, Jr. and Special Assistant United States Attorney Gerald A. A. Collins prosecuted the case.
