WHEELING, WEST VIRGINIA – A Marshall County man has been accused of trafficking oxycodone in the area, according to federal authorities.
Carl N. Hooker, 55, of Moundsville, West Virginia, was arraigned in federal court after being indicted by a federal grand jury on December 5, 2017, on drug charges, United States Attorney Bill Powell announced.
Hooker is accused of conspiring with others to distribute oxycodone, as well as selling oxycodone from 2009 to November 2017 in Marshall County.
Hooker faces up to 20 years incarceration and a fine of up to $1,000,000 for each count. Under the Federal Sentencing Guidelines, the actual sentence imposed will be based upon the seriousness of the offenses and the prior criminal history, if any, of the defendant.
Assistant U.S. Attorney Robert H. McWilliams, Jr. is prosecuting the case on behalf of the government. The Marshall County Drug and Violent Crime Task Force, a HIDTA-funded initiative, is investigating.
An indictment is merely an accusation. A defendant is presumed innocent unless and until proven guilty.
U.S. Magistrate Judge James E. Seibert presided over the arraignment.
