WHEELING, WEST VIRGINIA – In a shocking turn of events, Carla Webb Daniels, a 57-year-old woman from Wheeling Island, West Virginia, has admitted to distributing heroin in close proximity to Wheeling Central Catholic High School in Wheeling on February 16, 2017.
