Cesar Ruben Yllescas, Unlawful Reentry, Connecticut 2026
A twice-deported Peruvian national has been charged with illegally reentering the U.S., marking the latest in a long history of run-ins with the law for narcotics and other offenses.
Cesar Ruben Yllescas, 52, was arrested by the West Springfield, Massachusetts Police Department on March 20, 2026, for motor vehicle-related charges and an outstanding warrant for failure to appear in court in 2015. Yllescas was subsequently arrested by ICE Enforcement and Removal Operations on March 23, 2026, in West Springfield. He appeared before U.S. Magistrate Judge Thomas O. Farrish in Hartford and was ordered detained.
According to court documents, Yllescas has been arrested, convicted, and sentenced multiple times in Connecticut Superior Court and Chicopee, Massachusetts District Court for narcotics offenses, threatening, assault, failure to appear in court, and illegal operation of a motor vehicle. In June 2016, Yllescas was deported to Peru, but he reentered the U.S. and was convicted in federal court of unlawful reentry. He was sentenced to 10 months of imprisonment in December 2019.
Yllescas was again deported to Peru in May 2020, but he allegedly reentered the U.S. again. The charges against him carry a maximum sentence of 20 years in prison.
U.S. Attorney David X. Sullivan stressed that a complaint is only a charge and is not evidence of guilt. Charges are only allegations and a defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt.
The case is being investigated by U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations, and is part of Operation Take Back America, a nationwide initiative aimed at combating illegal immigration and transnational crime.
The case is being prosecuted by Assistant U.S. Attorney Neeraj N. Patel.
