Charles Cesar Ansley Jr., a 40-year-old man from Wheeling, West Virginia, has been sentenced to 12 months and one day in federal prison for his role in a methamphetamine distribution ring that operated near a protected location in Ohio County.
Ansley, also known as “Mike,” pled guilty in May 2020 to one count of Aiding and Abetting the Distribution of Methamphetamine within 1000 feet of a Protected Location. The charge stems from a March 2019 incident where he admitted to selling the potent stimulant near Luau Manor, a residential facility where drug activity carries enhanced penalties under federal law.
The case was prosecuted by Assistant U.S. Attorney Shawn M. Adkins, who emphasized the calculated nature of the offense and the danger posed by flooding communities with methamphetamine. Federal prosecutors pushed for accountability, citing the proximity of the sale to a protected location as a key aggravating factor.
Investigation into Ansley’s activities was led by the Ohio Valley Drug & Violent Crimes Task Force, a HIDTA-funded initiative targeting high-impact narcotics operations across the region. The task force’s intelligence-driven approach led to the identification and prosecution of Ansley as part of a broader crackdown on drug trafficking in the Wheeling corridor.
U.S. District Judge John Preston Bailey presided over the sentencing, ultimately handing down the 12-month-and-one-day term. The additional day allows Ansley to be eligible for early release through federal good conduct programs, though the sentence sends a clear message about the consequences of exploiting vulnerable neighborhoods.
This conviction underscores ongoing federal efforts to dismantle local drug networks in Appalachia, where methamphetamine and opioid trafficking continue to plague communities. Ansley’s case is one of dozens recently resolved by the U.S. Attorney’s Office for the Northern District of West Virginia as part of a sustained offensive against drug-related crime.
