Almberg, 50, of Virginia Beach, has pleaded guilty to federal charges of coercing and enticing minors to engage in illegal sexual activity — a fall from grace for a man sworn to protect the community. The Chesapeake Fire Department lieutenant used online gaming and mobile chat platforms to target and manipulate underage victims, federal prosecutors revealed in Norfolk today.

According to court documents filed with the plea agreement, Almberg posed as a teenage girl on the mobile game Clash of Clans in January, initiating contact with a 15-year-old boy. What followed was a torrent of more than 8,000 sexually graphic text messages over two months, escalating in explicitness and intent. Authorities say Almberg weaponized digital anonymity to groom and exploit a child under the guise of youthful camaraderie.

By April, Almberg had targeted another minor — a 16-year-old girl — through a separate chat application. Their conversations rapidly turned sexual, including the exchange of explicit photographs. The predator didn’t stop at virtual contact: in May 2016, he traveled to her workplace in North Carolina and propositioned her for sex. She refused. He left — but not before local law enforcement apprehended him shortly afterward.

Charged by criminal information on October 12, Almberg now faces a mandatory minimum sentence of 10 years in federal prison and a potential life term when sentenced on January 24, 2017. While Congress mandates these penalties, the actual sentence will be determined by U.S. District Judge Henry Coke Morgan, Jr., weighing advisory guidelines and statutory factors in a case that has shocked first responders and residents alike.

The investigation was a joint effort by Col. K.L. Wright of the Chesapeake Police Department, Michael K. Lamonea, Assistant Special Agent in Charge of U.S. Immigration and Customs Enforcement’s Homeland Security Investigations, and Dana J. Boente, U.S. Attorney for the Eastern District of Virginia. Assistant U.S. Attorney V. Kathleen Dougherty is prosecuting the case, underscoring the federal gravity of online child exploitation.
