Felix Santos, a 34-year-old Peabody man, was arrested at Boston Logan International Airport on May 18, 2026, after border agents found multiple files of child sexual abuse material (CSAM) on his phone. Santos had just arrived from the Dominican Republic and was referred to secondary inspection, where agents discovered the disturbing content in his Telegram chat application. The subsequent analysis revealed at least 20 photos and 952 videos depicting CSAM on his phone.
The investigation was led by Homeland Security Investigations in New England, with valuable assistance from US Customs and Border Protection, Boston Field Office. Assistant US Attorney Catherine Conroy of the Major Crimes Unit is prosecuting the case, which was brought as part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse.
Santos was charged with one count of transporting child pornography, which carries a sentence of at least five years and up to 20 years in prison, as well as a fine of up to $250,000 and a lifetime of supervised release.
