See Kee Chin, Arms Control Export Act Violation, Washington 2014

Chinese national SEE KEE CHIN, also known as Alfred Chin, was today sentenced to two years in prison for violating the Arms Control Export Act. The 56-year-old from Hong Kong was nabbed in Seattle on February 10, 2014, as part of a plot to obtain and smuggle restricted military parts to China.

Acting U.S. Attorney Annette L. Hayes stated that the defendant attempted to export accelerometers, classified on the United States Munitions List, knowing full well it was illegal. These devices are designed for use in satellites and launch vehicles, and their export requires a Department of State license. CHIN’s plan was to transport the goods out of the country in his suitcase, and he had previously discussed hiding them in children’s toys.

“We will hold to account those who circumvent requirements designed to protect our national security,” Hayes emphasized. “Ensuring our technology does not fall into the wrong hands remains a top priority.”

The investigation was initiated after a U.S. accelerometer seller reported suspicious inquiries from a Canadian intermediary. Special agents from HSI Seattle later revealed that CHIN had personally arranged the $85,000 payment for the items and intended to pick them up himself.

Brad Bench, special agent in charge of HSI Seattle, highlighted the importance of their work: “HSI is committed to thwarting clandestine attempts by foreign nationals to illegally export sensitive technology from the U.S.”

The case was investigated by U.S. Immigration and Customs Enforcement Homeland Security Investigation (HSI) and prosecuted by Assistant United States Attorney Thomas Woods.
