Former City Worker Sentenced for Bid-rigging Scheme in Pittsburgh
A former City of Pittsburgh employee has been handed a three-year supervised release with six months of home detention and a $6,000 fine for her role in a bid-rigging scheme, according to a recent federal court sentencing.
Christine Kebr, 57, of Pittsburgh, received the sentence from United States District Judge Cathy Bissoon in connection with her conviction of conspiracy. Kebr was an employee of the City of Pittsburgh responsible for installing radios and mobile data terminals (MDTs) in police cars.
According to court records, Kebr conspired with others to create a company called Alpha Outfitters in order to steer a city contract to Alpha Outfitters for the installation of MDTs in police cars. Alpha received the contract in part by fraudulently representing that the company was a Women’s Business Enterprise (WBE).
The investigation and successful prosecution of Kebr were commended by U.S. Attorney David J. Hickton. Hickton praised the work of the Federal Bureau of Investigation and the Internal Revenue Service – Criminal Investigations in bringing the case to justice.
The prosecution of Kebr was handled by Assistant United States Attorneys Robert S. Cessar and Lee J. Karl. Their efforts played a crucial role in securing the conviction and bringing closure to this case.
The bid-rigging scheme is just the latest example of public corruption in the city of Pittsburgh. It highlights the need for continued vigilance and accountability in our public institutions.
