A 28-year-old Silver Spring man has pleaded guilty to a federal charge of producing child pornography, according to a plea agreement announced by the U.S. Attorney’s Office for the District of Maryland.
Clarence Henry Andrews, a registered sex offender, pleaded guilty on January 27, 2017, to producing child pornography. Andrews was convicted in 2010 of a fourth-degree sex offense and second-degree assault in Prince George’s County Circuit Court for abusing a 9-year-old boy in a Laurel church bathroom.
Under the plea agreement, Andrews admitted to communicating with an 11-year-old boy in Georgia in 2015 through video games, Skype, FaceTime, text messages, and phone calls. He promised to send the boy the video game Advanced Warfare in exchange for explicit images and videos. Andrews also used Bible verses to persuade the boy to produce and share explicit content.
Andrews admitted to attempting to coerce at least eight other victims, aged 16 and younger, to produce explicit images and videos between 2013 and 2015. He also befriended a family through church in Olney, Maryland, and visited their home several times. On one occasion, he took the 8- to 9-year-old girl to the bathroom and photographed her buttocks.
As part of the plea agreement, Andrews will be required to continue registering as a sex offender under the Sex Offender Registration and Notification Act (SORNA). Andrews has agreed to plead guilty to the conduct in Montgomery County Circuit Court (Case No. 130047C).
Andrews and the government have agreed that if the court accepts the plea agreement, he will be sentenced to between 20 and 30 years in prison, followed by lifetime supervised release. U.S. District Judge Paul W. Grimm has scheduled sentencing for May 12, 2017.
The case was brought as part of Project Safe Childhood, a nationwide initiative launched in 2006 to combat child sexual exploitation and abuse. Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children and to identify and rescue victims.
U.S. Attorney Rod J. Rosenstein commended the FBI, Montgomery County Police Department, and Montgomery County State’s Attorney’s Office for their work in the investigation. He also thanked the Georgia Bureau of Investigation and the Butts County, Georgia, District Attorney’s Office for their assistance in the case.
