Steven A. Helms, II, 35, of Clarksburg, West Virginia, has admitted to feeding the opioid epidemic in central Appalachia after pleading guilty to one count of Conspiracy to Possess With the Intent to Deliver Heroin. The plea, announced by United States Attorney William J. Ihlenfeld, II, marks a direct hit in a region gutted by addiction and illicit drug trade.
Helms, now facing up to twenty years in federal prison and a fine of up to $1,000,000, entered his guilty plea in U.S. District Court. The charge stems from a coordinated investigation into a local narcotics network that exploited vulnerable communities with steady supplies of high-potency heroin.
Prosecutors allege Helms was not a casual user or low-level runner, but a key player in a conspiracy that moved drugs with purpose and planning. The Federal Sentencing Guidelines will determine his final sentence, weighing the severity of the offense and any prior criminal history.
Assistant U.S. Attorney Traci M. Cook handled the prosecution, building the case with evidence gathered by the Greater Harrison County Drug and Violent Crime Task Force. The unit, funded through the HIDTA program—targeting high-intensity drug trafficking areas—has intensified pressure on dealers in recent years.
The investigation revealed patterns of distribution, communication, and possession that painted Helms as an integral link in the supply chain. Authorities made no claim this was an isolated operation, suggesting broader networks may still be active.
U.S. Magistrate Judge Michael John Aloi presided over the hearing. Sentencing is scheduled for a later date. Federal authorities remind the public that heroin remains a deadly force on West Virginia’s streets—and those who traffic in it will face maximum consequences under the law.
