Cleoretta Allen, Sex Trafficking, Kentucky 2017

A 41-year-old Louisville woman has been charged with sex trafficking two victims, forcing them into prostitution through a combination of force, fraud, and coercion.

Cleoretta Allen, 41, was indicted on two counts of sex trafficking by force, fraud, or coercion and one count of interstate transportation for prostitution, according to a press release from the U.S. Attorney’s Office for the Western District of Kentucky.

The indictment alleges that Allen used her power and influence to force the two women to engage in commercial sex acts in Kentucky between September 2017 and October 2017. Allen also transported the victims from Kentucky to Georgia to engage in prostitution, the indictment states.

An indictment is merely an allegation, and Allen is presumed innocent until proven guilty. If convicted of sex trafficking, Allen faces a minimum sentence of 15 years in prison and a maximum sentence of life, as well as mandatory restitution and a $250,000 fine.

The interstate transportation for prostitution charge carries a maximum sentence of 10 years in prison, as well as a $250,000 fine.

The case is being investigated by the FBI in Louisville, the Louisville Metro Police Department, and the Jefferson County Sheriff’s Office. Assistant U.S. Attorney Amanda E. Gregory, Special Litigation Counsel William E. Nolan, and Trial Attorney Kate Alexander are prosecuting the case.

Cleoretta Allen, a Louisville, Kentucky resident, is charged with:

Two counts of sex trafficking by force, fraud, or coercion (18 U.S.C. § 1591(a)(1))

One count of interstate transportation for prostitution (18 U.S.C. § 2421)

The charges were filed in the U.S. District Court for the Western District of Kentucky.

Allen’s case is being prosecuted by the U.S. Attorney’s Office for the Western District of Kentucky, with assistance from the FBI, the Louisville Metro Police Department, and the Jefferson County Sheriff’s Office.
