Cody Lee Jackson, 22, formerly of Norwood, Ohio, was sentenced to 165 months in federal prison for coercing and enticing a minor into sexual activity while under home monitoring. The sentence, handed down today in U.S. District Court, marks the culmination of a predatory campaign that began in early 2015 and left a 14-year-old girl pregnant and terrorized.
Jackson, already under local supervision in Hamilton County after pleading guilty to a prior crime, used social media to lure the teenage victim to his apartment. He arranged taxi rides to bring her across town, where he repeatedly engaged in sexual acts and recorded videos and images of the abuse. The coercion intensified as Jackson took control of her online accounts, dictating her behavior and punishing her with verbal and physical abuse when she disobeyed.
The abuse escalated beyond physical control—Jackson impregnated the minor, cementing a cycle of manipulation. After fleeing Ohio in July 2015, he resumed contact with the victim through social media, demanding explicit photos and threatening her family if she refused. His digital stalking led to a federal complaint filed in Cincinnati, resulting in his arrest in Utah in October 2015. He has remained in custody since.
Even from behind bars, Jackson continued his campaign of intimidation. Using other inmates’ phone numbers, he contacted the victim, threatening to take her child, sue her, and seize her father’s home and car. These threats, documented in court filings, underscored the depth of his control and the danger he posed long after initial contact.
In May 2017, Jackson pleaded guilty to coercion and enticement of a minor. As part of the plea agreement, his 165-month federal sentence will run concurrently with state sentences imposed by the Hamilton County Court of Common Pleas. In addition, he will face lifetime supervised release upon completion of his prison term.
“Jackson has used young girls for his own purposes, punishing his victims if they don’t do as he instructs,” said U.S. Attorney Benjamin C. Glassman. “This illicit sexual conduct, paired with a seemingly complete disregard for the law, calls for the sentence he received today.” The investigation was led by the FBI Cincinnati Division, Blue Ash and Norwood Police Departments, with coordination from the Hamilton County Prosecutor’s Office. Assistant U.S. Attorney Christy L. Muncy prosecuted the case.
