A 53-year-old Maryland man has been sentenced to five years in federal prison for his role in a sprawling oxycodone distribution conspiracy that exploited the medical system for profit. Daniel Webster Ray, Jr. of Hughesville, Md., was sentenced today in Alexandria, Virginia, after admitting to distributing tens of thousands of illegally obtained 30-milligram oxycodone pills.
The scheme centered on a former medical assistant with insider access to doctor’s offices in Arlington and Alexandria, who stole blank prescription pads and used electronic medical record systems to generate fraudulent prescriptions. Ray was not a medical professional—but he was the engine that turned those stolen prescriptions into street-level profit. He both filled prescriptions for his co-conspirator and bought pre-filled bottles of oxycodone, paying $1,000 per filled bottle and $800 for each blank prescription.
Court documents reveal Ray facilitated the distribution of at least 353 fraudulent oxycodone prescriptions, amounting to a staggering 42,360 pills. The operation ran like a black-market pharmacy, fueled by access to medical infrastructure and driven by greed. Ray resold the pills for profit, contributing to the opioid crisis that continues to plague communities across the Eastern District of Virginia and beyond.
The sentencing was announced by G. Zachary Terwilliger, U.S. Attorney for the Eastern District of Virginia, and Matthew J. DeSarno, Special Agent in Charge of the FBI’s Washington Field Office Criminal Division. The FBI’s investigation peeled back layers of deception, exposing how healthcare access was weaponized for criminal gain.
U.S. District Judge Leonie M. Brinkema handed down the sentence after a prosecution led by Special Assistant U.S. Attorney Brendan Geary and former Special Assistant U.S. Attorney Matthew Anzaldi. The case, prosecuted under Case No. 1:18-cr-177, underscored the federal government’s ongoing crackdown on prescription drug trafficking rings operating under the radar of medical legitimacy.
