Davenport Predator Hoard Jailed for 180 Months for Minor Enticement

DAVENPORT, Iowa – Gerald Brian Hoard, a predator from Davenport, was handed down a brutal 180-month federal prison sentence this month for his sinister attempt to entice a minor. Hoard, aged 52, had been on supervised release after being convicted in 2022 of attempting to transfer obscene material to a child.

On the fateful July day of 2024, Hoard sent inappropriate pictures and arranged to meet what he believed to be a 14-year-old boy. The twisted plan was set for a meeting at a Davenport movie theatre, where Hoard intended to engage in illegal sexual acts with his young prey. Law enforcement moved swiftly and intercepted the predator before he could fulfill his deviant desires.

After his capture, Hoard confessed to his plans and revealed that they had already discussed such acts. His cell phones were searched, revealing evidence of internet identifiers from Facebook and Grindr accounts he failed to register as a sex offender, in direct defiance of the Sex Offender Registration and Notification Act.

The court revoked Hoard’s supervised release for his previous federal conviction, sentencing him to an additional 12 months imprisonment concurrent with the 180-month sentence. His parole is non-existent within the federal system, leaving no room for leniency.

United States Attorney Richard D. Westphal of the Southern District of Iowa announced the stiff sentence in a statement that echoed the severity of Hoard’s crimes. This case was a Product Safe Childhood initiative, which has been waging war against child sexual exploitation and abuse since 2006, spearheaded by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section.
