Sacramento, Calif. — David Patrick Seilheimer, 50, of Sacramento, was indicted by a federal grand jury on two counts related to child pornography, including receiving and possessing the illicit material, U.S. Attorney McGregor W. Scott announced today.

Court documents reveal that between May 2015 and February 7, 2018, Seilheimer used the internet to download and distribute videos and images depicting prepubescent children engaged in sexual activity. The material was identified during a targeted investigation into online child exploitation networks.

The case was spearheaded by the Internet Crimes Against Children Task Force (ICAC), a joint federal and state operation managed by the Sacramento Sheriff’s Department. The task force includes agents from multiple federal, state, and local law enforcement agencies focused on dismantling digital networks that traffic in child sexual abuse material.

Assistant U.S. Attorneys Roger Yang and Rosanne Rust are prosecuting the case. If convicted, Seilheimer faces a maximum statutory penalty of 40 years in prison and a $250,000 fine. Federal sentencing guidelines and statutory factors will be considered before any final sentence is imposed.

The charges are part of Project Safe Childhood, a nationwide Department of Justice initiative launched in May 2006 to combat the proliferation of child sexual exploitation. The program combines federal, state, and local efforts to identify offenders, rescue victims, and strengthen public awareness around online dangers to children.

Seilheimer remains presumed innocent until proven guilty beyond a reasonable doubt. The investigation underscores the ongoing federal crackdown on digital child exploitation, where even possession and viewing of such material fuels a broader criminal ecosystem.
