New York – The Office of Special Investigation (OSI) under Attorney General Letitia James today released its report on the tragic death of Miles Dignean, who succumbed to injuries sustained in an encounter with the Oswego County Sheriff’s Office (OCSO) and New York State Police (NYSP) on March 21, 2025.
The OSI concluded that a prosecutor could not disprove beyond a reasonable doubt that the officer’s actions were unjustified under New York law. The report detailed how Mr. Dignean swung a metal object at an officer during a struggle after officers arrived to serve him with an order of protection and conduct a welfare check.
The OSI investigation, which encompassed footage from body cameras, crime scene evidence, and interviews with involved parties, highlighted that the OCSO lacked a written policy for handling crisis calls. As such, the OSI recommends immediate implementation of written policies and enhanced training across all law enforcement agencies in dealing with individuals experiencing crises.
Further, the OSI advocates for the passage of Daniel’s Law, which aims to establish non-police, community-based crisis response teams to address mental health, substance use, or alcohol-related emergencies. The report emphasizes the importance of equipping officers with body cameras to ensure accountability and transparency in police encounters.
This grim event underscores the critical need for comprehensive reforms in law enforcement practices and public health responses to crises. The OSI’s recommendations aim to prevent future tragedies and improve community safety.
