St. Louis woman Deborah Pierce has been indicted on federal charges for allegedly stealing more than $380,000 from a joint educational program between Webster University and a Chinese government cultural agency. The 15-count indictment unsealed today in St. Louis details a years-long scheme of financial deception, betrayal of trust, and outright theft from an institution built on international academic cooperation.

Pierce, whose full name and address were withheld pending formal arraignment, was appointed director of the Confucius Institute at Webster University—a role that granted her sweeping control over the institute’s finances. Funded jointly by the university and the People’s Republic of China, the institute was designed to promote cultural exchange. Instead, prosecutors say, Pierce turned it into a personal piggy bank.

According to the indictment, in September 2013, Pierce opened a separate, unauthorized bank account under the institute’s name but over which she maintained sole authority. From that point until June 2016, she allegedly siphoned off more than $380,000 through a series of fraudulent checks—writing them to cash, to herself, and to cover personal expenses for her and her family members, including utility bills, credit card payments, and other household costs.

The scheme unfolded under the radar for nearly three years, enabled by Pierce’s position of trust and the lack of financial oversight. Federal investigators say the fraud came to light only after internal audits at Webster University flagged irregular transactions. The university then alerted federal authorities, triggering a full-scale probe by the FBI and the U.S. Postal Inspection Service.

If convicted on the mail fraud charges, Pierce faces up to 20 years in federal prison, a fine of $250,000, and full restitution to the victims. The government is also seeking a forfeiture judgment for the entire $380,000 stolen. Assistant United States Attorney Tom Albus is prosecuting the case, emphasizing that no position of trust shields anyone from accountability.

As with all federal indictments, the charges against Deborah Pierce are allegations. She is presumed innocent until proven guilty in a court of law. A trial date has not yet been set. The case continues to unfold, a stark reminder that betrayal often wears a professional title and speaks in quiet tones—until the feds come knocking.
