A Del City man has been convicted of setting fire to an apartment complex and making threats over his cell phone.

Allen James Bullock, 42, was found guilty of interstate transmission of threatening communication and arson after a federal jury deliberated for just hours. The conviction comes after a two-count Superseding Indictment was returned against Bullock by a federal grand jury on March 19, 2024.

The fire was set at a nearby apartment complex in the early morning hours of November 14, 2023. The Del City Fire Department was able to contain the blaze to the entrance of the apartment, preventing it from spreading further. The tenant of the apartment, who was not home at the time, told authorities that he believed Bullock may have started the fire.

Prosecutors claimed that Bullock’s motivation for the fire was a personal vendetta against the tenant, who worked with Bullock’s wife. According to prosecutors, Bullock had called the tenant multiple times the night of the fire, making threatening comments towards him. Cell phone records corroborated this account, showing that Bullock had indeed made multiple calls to the tenant’s phone.

Surveillance footage also showed Bullock arriving at the apartment complex shortly before the fire was set. In addition, footage from a nearby gas station showed Bullock purchasing $0.50 worth of gasoline minutes before the fire. Expert testimony confirmed that debris samples from the fire tested positive for the presence of gasoline.

Following his conviction, Bullock faces a minimum of five years and up to 25 years in federal prison, as well as fines totaling up to $500,000. The case is the result of an investigation by the Bureau of Alcohol, Tobacco, Firearms, and Explosives, and the Del City Police Department. Assistant U.S. Attorneys Stan J. West and Matthew Dillon are prosecuting the case.

Bullock’s conviction is a stark reminder of the dangers of arson and the importance of holding perpetrators accountable for their actions. As our city continues to grapple with the consequences of violent crime, it is essential that we prioritize the safety and well-being of our communities.
