Fort Dodge, Iowa, streets were flooded with high-purity methamphetamine for half a decade—all funneled through Demarcus Foy, 31, who admitted in federal court to orchestrating a relentless drug operation. On November 18, 2021, Foy stood before judges and prosecutors in Sioux City and pleaded guilty to one count of conspiracy to distribute methamphetamine and one count of actual distribution.
Foy admitted during the plea hearing that from April 2015 through June 2020, he and a network of associates moved more than 45 kilograms of meth across central Iowa. The drug pipeline ran deep: Foy regularly hauled in shipments of six to ten pounds at a time from an unnamed source, breaking them down for local street-level distribution. The scale of the operation overwhelmed local law enforcement for years.
Even as authorities closed in, Foy kept dealing. In four separate controlled buys during 2019, he sold over 100 grams of pure meth to confidential informants working under supervision of law enforcement in Fort Dodge. Each transaction was a cold reminder of how deeply embedded he was in the region’s narcotics trade—operating with near impunity while poisoning communities.
Foy now awaits sentencing by United States District Court Chief Judge Leonard T. Strand. A presentence investigation report is underway, and until then, Foy remains locked up by the U.S. Marshal. The charges carry a mandatory minimum of 10 years in federal prison and a maximum penalty of life behind bars. He could also face a $10,000,000 fine and no less than five years of supervised release if ever freed.
The takedown was the result of a years-long joint investigation. The Iowa Department of Narcotics Enforcement, Fort Dodge Police Department, Webster County Sheriff’s Office, and Iowa DCI Laboratory all played critical roles in gathering evidence, conducting surveillance, and executing controlled buys that sealed Foy’s fate. Their collaboration peeled back layers of a drug network that had gone unchecked for too long.
The case, prosecuted by Assistant United States Attorney Shawn S. Wehde, is filed under case number 20-3021 in the Northern District of Iowa.
