Davenport, Iowa – Henry Earl Dinkins, 51, is facing a decade behind bars on top of the life sentences he’s already serving. The Davenport man was sentenced today to 120 months in federal prison for Conspiracy to Distribute 500 Grams or More of Methamphetamine, adding to convictions for first-degree murder and first-degree kidnapping in Scott County, Iowa.
The bust originated back in April 2019, when Illinois State Police pulled over a van. Dinkins was a passenger. A drug-sniffing dog didn’t waste any time, alerting officers to the presence of narcotics. A search turned up approximately 5,600 ecstasy pills—which, upon further investigation, were found to be laced with methamphetamine. Authorities believe Dinkins intended to flood the streets of Davenport with the dangerous mix.
The evidence didn’t stop there. In September 2019, a confidential source managed to purchase pills containing methamphetamine directly from Dinkins, cementing the case against him. While already facing the most severe penalties under state law, Dinkins now adds a significant federal term to his already bleak future. There will be no early release; the federal system doesn’t offer parole.
Following completion of his 120-month federal sentence, Dinkins will be subject to a term of life-long supervised release. This means, even after serving his time, he’ll remain under strict government oversight for the rest of his days. It’s a harsh reality for a man already condemned to life without parole for far more serious crimes.
United States Attorney Richard D. Westphal of the Southern District of Iowa announced the sentencing. The investigation was a joint effort between the Illinois State Police and the Scott County Sheriff’s Office, demonstrating a coordinated approach to tackling drug trafficking across state lines.
This case is part of Project Safe Neighborhoods (PSN), a federal program aimed at reducing violent crime. Launched in 2021, the program emphasizes building trust within communities, supporting local organizations working to prevent violence, and focusing enforcement efforts where they’re needed most. It’s a strategy that officials hope will make a dent in the cycle of crime, though for Dinkins, the cycle is already effectively broken – by a lifetime behind bars.
