Disability Benefits Scam: Norman Toups, Jr. Sentenced to Probation

NORMAN TOUPS, JR., 63, a resident of Jefferson Parish, was sentenced to two years probation for defrauding the Social Security Administration. U.S. District Judge Stanwood R. Duval, Jr. handed down the sentence, as announced by U.S. Attorney Dana J. Boente.

TOUPS paid full restitution to the Social Security Administration prior to sentencing, totaling $53,632.79 in disability benefits he was not entitled to. This sum is the result of his false statements to the SSA, claiming he could no longer work as a security guard due to severe leg pain. In reality, TOUPS owned several valuable pieces of real estate in the New Orleans area.

TOUPS pled guilty on November 28, 2012, to making false statements in an application to the Social Security Administration. The case was investigated by the Office of Inspector General for the Social Security Administration and prosecuted by Assistant United States Attorney Spiro Latsis.

The investigation revealed that TOUPS received $53,632.79 in disability benefits to which he was not entitled. The SSA was deceived into believing he was financially destitute, when in truth he owned valuable real estate.

The sentence of two years probation may seem lenient, but it serves as a reminder that White Collar Crimes will not be taken lightly. U.S. Attorney Boente’s office is committed to protecting the integrity of the Social Security Administration and holding accountable those who seek to defraud its systems.

This case serves as a warning to those who would attempt to defraud the SSA. The consequences may seem minimal, but the damage caused by these crimes can be significant. The Office of Inspector General for the SSA will continue to investigate and prosecute those who seek to exploit the system.
