CHARLESTON, W.Va. – In a bold move to strengthen national efforts against sexual assault and domestic violence, United States Attorney Will Thompson commends the Department of Justice’s (DOJ) unveiling of the ‘Framework for Prosecutors to Strengthen Our National Response to Sexual Assault and Domestic Violence Involving Adult Victims.’
The framework, announced on May 20, 2024, during the Conference on Crimes Against Women in Dallas, Texas, by Director Rosemarie Hidalgo of the Office on Violence Against Women (OVW), provides a comprehensive guide for prosecutors. It outlines five principles designed to improve outcomes for victims, enhance community safety, and hold perpetrators accountable.
Hidalgo emphasized the importance of trauma-informed prosecution in combating gender-based violence. ‘Enhancing the prosecution response to sexual assault and domestic violence is crucial in ending this cycle of violence,’ she said. The guide aims to support survivors by ensuring they receive respect and a platform to be heard.
Thompson praised the resource as a vital tool for prosecutors at all levels. ‘This guide, crafted by experienced prosecutors, offers a clear path towards more effective criminal justice responses that uphold our Constitution and the rule of law,’ Thompson noted.
The framework addresses common misconceptions about sexual assault and domestic violence cases, providing guidance on how to build compelling cases based on victim testimonies. It emphasizes the importance of building trust with victims, utilizing legal strategies effectively, and fostering a supportive workforce.
Nancy Hoffman, Executive Director of the West Virginia Foundation for Rape Information and Services (WVFRIS), echoed Thompson’s sentiment. ‘The release of this guide is timely in West Virginia as we work through our Sexual Assault Kit Initiative,’ she said. The guide will be instrumental in ensuring justice for victims whose cases are moving forward.
The development of the framework involved over 120 prosecutors, advocates, and experts from various jurisdictions. Accompanying the guide is a new webpage with resources to assist prosecutors in implementing its principles. This initiative aligns with the DOJ’s ongoing efforts to improve law enforcement responses to sexual assault and domestic violence.
