RICHMOND, Va. – A brazen drug trafficking operation that brought kilograms of heroin and fentanyl to the Colonial Beach, Westmoreland County and King George County areas has been dismantled. Dwayne Proctor, 38, a Maryland man with ties to Colonial Beach and Westmoreland County, has been sentenced to 20 years in prison for his participation in the conspiracy.
According to court documents, Proctor conspired with others to traffic over 1000 grams of heroin and fentanyl from at least January 2015 through May 2017. During the course of the conspiracy, Proctor supplied quantities of heroin ranging from gram to ounce quantities, to others in these areas and utilized several residences for the purposes of selling and storing illegal drugs.
Proctor also utilized his mother’s home in Colonial Beach to store over a kilogram of heroin and over a kilogram of fentanyl, which were recovered by law enforcement during a search of the house pursuant to a search warrant on May 2, 2017.
The defendant utilized several individuals to assist and conspired with others in his drug distribution efforts, including the following co-conspirators who were sentenced as follows: Lawrence Buckner, 37, of King George, was sentenced to 8 years on October 27, 2017; Jeffrey Dudley, 26, of Colonial Beach, was sentenced to 7 years on October 27, 2017; Clifton Howdershelt, 54, of King George, was sentenced to 11 years on November 13, 2017; Edward Shupe, 47, of King George, was sentenced to 11 years on October 20, 2017; and Terrell Sylvester Johnson, 28, of Westmoreland, was sentenced to 12 years on November 20, 2017.
Tracy Doherty-McCormick, Acting U.S. Attorney for the Eastern District of Virginia, commended the investigative efforts of the Drug Enforcement Administration’s (DEA) Washington Field Division, the Virginia State Police, the King George County Sheriff’s Office, the Westmoreland County Sheriff’s Office, and the Caroline County Sheriff’s Office. Assistant U.S. Attorney Olivia L. Norman prosecuted the case.
