Dylan Wayne Cowdrey, 23, of San Diego, California, was sentenced to 46 months in federal prison for the sexual abuse of a 14-year-old girl, a crime steeped in manipulation, fear, and betrayal. The sentence, handed down January 23, 2017, in San Diego federal court, marks the end of a case that shocked even seasoned prosecutors with its calculated cruelty.

Cowdrey admitted in a plea agreement from October 2016 that he engaged in sexual intercourse with the minor on a military base within the Southern District of California. Far from a spontaneous act, the abuse was preceded by a campaign of terror. Between June 5 and June 9, 2016, Cowdrey sent anonymous text messages to the victim threatening to kill her family and loved ones if she refused his demands. One message warned she would “lose her love[d] ones and everyone else [she] knows.”

The manipulation ran deeper. Cowdrey falsely claimed he too was receiving threats, fabricating a story to pressure the girl into compliance. When she met him and expressed reluctance, he responded, “I didn’t want to die,” shifting the burden of his survival onto her shoulders. That same day, she submitted to sexual acts, believing her family’s lives depended on it.

Judge William Q. Hayes, presiding in Criminal Case 16CR1929-WQH, did not hold back in his condemnation. He labeled Cowdrey’s actions as “manipulative” and “diabolical,” emphasizing the profound betrayal felt by the young victim. “It is hard for me to understand the sense of betrayal,” Hayes said, “to learn that all of it wasn’t true.”

Acting U.S. Attorney Alana W. Robinson echoed the outrage, stating, “It is a despicable thing to deceive and abuse a child.” She underscored the psychological violence at play, noting that Cowdrey “struck fear in the heart of a child to the point where she believed she had to sacrifice herself to protect her family.”

Cowdrey was convicted under 18 U.S.C. § 2243(a), Sexual Abuse of a Minor within Maritime and Territorial Jurisdiction—a charge carrying a maximum penalty of 15 years in prison and a $250,000 fine. The Naval Criminal Investigative Service led the investigation. Assistant U.S. Attorney Jennifer Gmitro prosecuted the case.
