Eagle Butte resident Elliot Robert Blue Coat, 45, is facing federal time behind bars after being indicted for failure to register as a sex offender. The charge, handed down by a federal grand jury on November 9, 2021, marks the latest turn in a case rooted in evasion and broken rules.

Blue Coat, already required to register under federal law due to a prior conviction, allegedly vanished from the system for two critical months. Between July 16, 2021, and September 16, 2021, he lived in Mobridge, South Dakota, without registering or updating his status—directly violating the Sex Offender Registration and Notification Act (SORNA).

He appeared before U.S. Magistrate Judge Mark A. Moreno on November 16, 2021, where he formally entered a plea of not guilty. Despite the plea, the stakes couldn’t be higher: conviction carries a maximum sentence of ten years in federal prison, a $250,000 fine, lifetime supervised release, and a $100 payment to the Federal Crime Victims Fund. Restitution may also be ordered at the court’s discretion.

The investigation unfolded across multiple jurisdictions, a testament to the manhunt that followed Blue Coat’s failure to comply. Agencies involved include the U.S. Marshals Service, Mobridge Police Department, Campbell County Sheriff’s Office, Walworth County Sheriff’s Office, Corson County Sheriff’s Office, and the South Dakota Division of Criminal Investigation.

Assistant U.S. Attorney Cameron J. Cook is leading the prosecution. The case, filed in U.S. District Court, underscores the federal government’s aggressive stance on monitoring convicted sex offenders—even when the crime is bureaucratic in nature, the consequences are violently real.

Blue Coat was remanded into the custody of the U.S. Marshals Service following his court appearance. No trial date has been set. The indictment remains an accusation; under U.S. law, Elliot Robert Blue Coat is presumed innocent until proven guilty.
