SACRAMENTO, Calif. – Physician Edmund Kemprud, 78, of Dublin, has been convicted on 14 counts of illegally prescribing opioids and other controlled substances to patients, Acting U.S. Attorney Phillip A. Talbert announced today. The conviction exposes a brazen scheme where the once-respected doctor allegedly traded patient wellbeing for profit, contributing directly to the raging opioid epidemic.

Evidence presented at trial painted a grim picture of Kemprud’s practice. He operated not just in traditional medical offices, but also in the back room of a nail salon and medi-spa in Tracy. Kemprud wasn’t practicing medicine; he was running a ‘pill mill,’ churning out prescriptions for highly addictive drugs like Hydrocodone, Alprazolam, and Oxycodone – substances with legitimate medical uses, but which he allegedly dispensed with reckless abandon and without legitimate medical justification. He allegedly ignored glaring red flags indicating patients were addicts or diverting the drugs for street sales.

The prosecution demonstrated that Kemprud’s appointments were shockingly brief, often lasting less than five minutes, yet he managed to see up to 30 patients a day. For a mere $79 per visit, he allegedly rubber-stamped prescriptions, seemingly indifferent to the potential harm. Pharmacies grew so concerned with the volume and questionable nature of Kemprud’s prescriptions that they implemented company-wide blocks to prevent them from being filled. The evidence showed he knowingly practiced outside the standard of care, intending to keep patients returning for repeat prescriptions – and repeat payments.

Undercover officers testified that, on 14 separate occasions between September 6, 2018, and March 13, 2019, Kemprud allegedly prescribed opioids without bothering to review patient medical histories, conduct proper examinations, verify complaints, or assess the risk of drug abuse. He wasn’t diagnosing; he was dealing. This isn’t about a doctor making a mistake; it’s about a calculated decision to prioritize profit over patient safety and the law.

“This defendant displayed a blatant disregard for patient safety and the law,” stated Acting U.S. Attorney Talbert. “Although he knew his treatment of patients was unlawful, he continued to pump dangerous drugs into the community.” California Attorney General Rob Bonta added, “We trust our doctors… When doctors violate their oath to do no harm, we must take action.” DEA Special Agent in Charge Wade R. Shannon was equally blunt: “Fueled by greed, Edmund Kemprud went from doctor to drug dealer.”

The investigation, a collaborative effort between the DEA, the California Department of Justice, and other federal agencies, serves as a stark reminder of the ongoing opioid crisis and the lengths to which some will go for financial gain. Steven J. Ryan of the Office of Inspector General for the Department of Health and Human Services emphasized the danger when “personal interests dictate prescribing decisions.” The conviction of Edmund Kemprud is a small victory in a much larger battle, but it sends a clear message: those who exploit addiction for profit will be held accountable.
