Oliver W. Hamilton, Wire Fraud, Illinois 2016

Oliver W. Hamilton, the 62-year-old East St. Louis Township Supervisor, has been hit with a guilty plea for wire fraud, according to the United States Attorney for the Southern District of Illinois, Donald S. Boyce. The scheme, which took place from March 2011 to June 2016, involved Hamilton using the township’s credit card for personal purchases and falsely claiming they were for public purposes. The loss is estimated between $40,000 and $95,000.

Hamilton is looking at a statutory maximum sentence of up to 20 years in prison, a fine of up to $250,000, and three years supervised release. Sentencing is set for March 1, 2017. He has been ordered to step away from township finances and resign from his other public positions, including board member of St. Clair County and the East Side Health District.

Under the plea agreement, Hamilton recommends a sentence of one year and a day in prison. United States Attorney Boyce emphasized the impact of public corruption on communities, stating that ‘We must not tolerate corruption at any level of government.’

The investigation was conducted by the Federal Bureau of Investigation and the Internal Revenue Service/Criminal Investigations as part of the Metro East Public Corruption Task Force. The case is being prosecuted by Assistant United States Attorney Norman R. Smith.

Hamilton’s bond remains in place until sentencing, with an expected prison term ranging from six to eighteen months under advisory Sentencing Guidelines.
