Raleigh, NC – In a dark and disturbing case of child exploitation, Matterson Xavier Rusyn, 61, of Edenton, North Carolina, was sentenced to 102 months in federal prison for his collection of over 3,000 images of child pornography.
According to court documents, Rusyn’s devices were discovered to contain images and videos of infants, toddlers, and very young children, including sadistic and masochistic conduct. The discovery was made after Microsoft reported one of its users had uploaded an image of child pornography into a reverse image search. Microsoft then notified the National Center for Missing and Exploited Children, which forwarded the report to the Chowan County Sheriff’s Office.
The investigation led to a search warrant at Rusyn’s residence, where he admitted to collecting child pornography images and videos. Multiple digital devices, including cell phones, computers, and hard drives, were seized and forensically analyzed, confirming the existence of the illicit content. The devices contained over 3,000 images of child pornography, which Rusyn will now be held accountable for.
U.S. District Judge James C. Dever III handed down the sentence, which also includes 120 months of supervised release. Additionally, Rusyn was ordered to pay $107,000 in restitution to 16 known victims. The case was investigated by the Chowan County Sheriff’s Office and the Department of Homeland Security, with Assistant U.S. Attorney Charity Wilson prosecuting the case.
Edenton Police Chief Henry King praised the collaboration between law enforcement agencies, stating, “The United States Attorney’s Office and Homeland Security Investigations have built a wonderful relationship with Chowan Sheriff’s Office and the Edenton Police Department, which has allowed our community and citizens to feel safe in our bedroom community. For that, I say thank you.”
The case serves as a stark reminder of the severity of child exploitation and the importance of collaboration between law enforcement agencies to bring perpetrators to justice. The public is urged to report any suspicious activity to the National Center for Missing and Exploited Children or local authorities. The case number is 2:23-CR-16-D, and related court documents can be found on the U.S. District Court for the Eastern District of North Carolina’s website or on PACER.
