Mark Bass, 59, of Creedmoor, North Carolina, is headed to federal prison for 326 months — more than 27 years — after being sentenced by U.S. District Judge Louise W. Flanagan on charges of manufacturing child pornography. The sentence includes a lifetime of supervised release and an order to pay $75,000 in restitution to his victims. The ruling comes after Bass pleaded guilty on January 28, 2019, to a single count indictment handed down on October 18, 2018.
Bass’s crimes began years earlier — as early as age 7 — when he began sexually abusing an 18-year-old female, referred to in court documents as Victim 1. The abuse started when she was just 7 or 8 years old and continued until she was at least 17. During that time, Bass documented the abuse, capturing illicit images with his cellphone. He later used those images to manipulate and intimidate a second victim, a 13-year-old autistic male known as Victim 2, whom he also sexually assaulted on multiple occasions.
Law enforcement first caught wind of the abuse in August 2017, when the Granville County Sheriff’s Office (GCSO) and Wake County Sheriff’s Office received reports regarding Bass’s predatory behavior. The investigation intensified in January 2018, when Wake County Child Protective Services informed GCSO that Victim 2 had disclosed repeated sexual assaults by Bass. The boy also confirmed that Bass had shown him explicit photos of Victim 1, further exposing the depth of his exploitation.
A search warrant was executed at Bass’s residence on February 16, 2018. Authorities seized his cellphone and other physical evidence. Forensic analysis revealed that on August 14, 2016, Bass had produced at least one image of Victim 2 that met the legal definition of child pornography. The device also contained proof of repeated sexual contact with the minor, cementing the federal case against him.
The investigation was a joint effort by Homeland Security Investigations, the Granville County Sheriff’s Office, and the Wake County Sheriff’s Office. The case was prosecuted by Assistant United States Attorney Melissa Belle Kessler, who emphasized the predatory pattern and lasting trauma inflicted on both victims. Bass is already serving a state sentence for unrelated child sex crimes, underscoring a long history of violence against minors.
This case was prosecuted under Project Safe Childhood, a nationwide initiative aimed at combating child exploitation through coordinated federal, state, and local enforcement. More information on the program can be found at www.projectsafechildhood.gov. For Bass, the sentence marks the latest chapter in a criminal legacy defined by the abuse of the most vulnerable.
