Effren Palacios-Ramirez, Reentry After Felony Convictions, Iowa 2017

Effren Palacios-Ramirez, a 29-year-old Mexican national and former Polk County, Iowa resident, was sentenced to 112 days in federal prison for illegally returning to the United States after being deported for domestic abuse and false imprisonment.

Palacios-Ramirez admitted during a guilty plea on November 16, 2017, that he reentered the country without authorization following his December 2012 deportation. Prior to that, he was convicted in Polk County of fifth-degree theft in April 2012, then of domestic abuse and false imprisonment just six months later in October of that year.

When arrested in October 2017, Palacios-Ramirez gave law enforcement a false name, stonewalling identification until immigration officials matched his fingerprints. The deception delayed confirmation of his true identity and immigration status, exposing gaps in on-the-ground verification protocols.

U.S. District Court Judge Linda R. Reade handed down the 112-day sentence in Cedar Rapids. In addition to prison time, Palacios-Ramirez must serve a one-year term of supervised release. There is no parole in the federal system, meaning he will serve every day of his sentence under lock and key.

Following his prison term, Palacios-Ramirez will be transferred directly into the custody of Immigration and Customs Enforcement. Federal prosecutors are treating the case as a repeat-offender violation, underscoring the seriousness of reentry after felony convictions.

The case was prosecuted by Assistant U.S. Attorney Daniel C. Tvedt and investigated by Homeland Security’s Immigration and Customs Enforcement, Enforcement and Removal Operations.
