A federal inmate who slipped from custody while on a work release program in Cedar Rapids has been locked back up—this time for 18 months. Gabriel Mangum, 41, of Iowa City, Iowa, was sentenced on February 12, 2018, for escaping from the Gerald Hinzman Center on June 20, 2017, a breach that triggered a manhunt and ended with his arrest over two weeks later.
Mangum admitted during an August 24, 2017, plea hearing that he left the facility as part of a work detail and simply never returned. At the time, he was serving time under federal supervision, legally confined within the Cedar Rapids correctional facility. Instead of reporting back, he vanished into the streets of eastern Iowa, remaining at large until U.S. Marshals tracked him down on July 12, 2017.
U.S. District Court Judge Linda R. Reade handed down the 18-month sentence in federal court in Cedar Rapids. The judge also imposed a $100 special assessment—a standard penalty in federal cases—and mandated that Mangum serve a 3-year term of supervised release upon completion of his prison time. There is no parole in the federal system, meaning Mangum will serve at least 85% of his sentence.
Mangum now sits in U.S. Marshals custody, awaiting transfer to a federal penitentiary where the remainder of his sentence will be carried out. Authorities have not disclosed the nature of his original offense, but his status as a federally held inmate at the Hinzman Center indicates violations of federal law, not just local or state charges.
The case was investigated by the United States Marshals Service, the primary agency responsible for tracking fugitives and maintaining custody of federal detainees. Assistant United States Attorney Lyndie Freeman prosecuted the escape charge, securing the conviction through Mangum’s own admissions in court.
