Elkins, West Virginia – Sean Michael Moser, 27, has copped to running a steady methamphetamine operation out of Randolph County for over three years. The guilty plea, entered Thursday, marks the end of a federal probe into a local network that flooded the region with high-purity crystal meth.
Moser admitted in U.S. District Court to participating in a conspiracy to distribute methamphetamine from May 2013 to October 2016. According to court documents, he coordinated supply chains, managed street-level dealers, and handled transactions that kept the operation running deep into rural Appalachia. Law enforcement described it as one of the more persistent drug rings in the area during that period.
He now faces up to twenty years in federal prison and a fine of up to $1,000,000 after pleading guilty to one count of “Conspiracy to Distribute Methamphetamine.” Sentencing will be determined under the Federal Sentencing Guidelines, weighing the severity of the offense and Moser’s criminal history.
The case was prosecuted by Assistant U.S. Attorney Stephen D. Warner, who called the operation a “sustained assault on community safety.” Federal and local agents from the Mountain Region Drug and Violent Crimes Task Force spent months gathering wiretap evidence, conducting controlled buys, and flipping lower-level associates to build the case.
U.S. Magistrate Judge Michael John Aloi presided over the hearing, where Moser showed little emotion as he confirmed his role in the scheme. He remains in federal custody pending his formal sentencing, which is scheduled for early next year.
Acting United States Attorney Betsy Steinfeld Jividen said the conviction sends a message: “We’re dismantling drug networks piece by piece, and those who fuel the addiction crisis will face federal time.” The investigation continues into possible links with suppliers in neighboring states.
