JOHNSTOWN, Pa. – Lori A. Weaver, 43, of Elmora, Pennsylvania, walked free from federal court today, but not without a two-year probation sentence for her involvement in a cold-blooded drug distribution scheme. The sentencing, handed down by United States District Judge Kim R. Gibson, closes a chapter in a case that exposed a network peddling misery across Cambria County.
Weaver wasn’t a kingpin herself, but a crucial cog in the machine operated by George M. Lowmaster and his associates. From July 2008 to May 9, 2011, Weaver conspired to distribute and possess with intent to distribute significant quantities of oxycodone and methadone – pills that fueled addiction and lined the pockets of criminals. Evidence presented in court painted a picture of Weaver actively facilitating Lowmaster’s operation, helping him expand his reach and profits.
Federal prosecutors, led by Assistant United States Attorney John J. Valkovci, Jr., successfully argued that Weaver’s actions were integral to the success of Lowmaster’s organization. While the specifics of her role remain largely shielded from public view, the length of the conspiracy – over three years – suggests a sustained and deliberate effort to profit from the opioid crisis gripping the nation.
The investigation, spearheaded by the Laurel Highlands Resident Agency of the Federal Bureau of Investigation, was no solo effort. A massive joint task force, including agents from the Internal Revenue Service-Criminal Investigation, Pennsylvania State Police, and multiple local police departments (Carrolltown, Patton, Ebensburg, Portage, Paint Township), worked tirelessly to dismantle the drug ring. The Cambria County District Attorney’s Office and Pennsylvania Attorney General’s Office also contributed to the prosecution.
While Weaver received probation, the case serves as a stark reminder that even those who aren’t directly selling drugs can face federal charges for enabling a criminal enterprise. The feds are sending a clear message: aiding and abetting drug traffickers carries serious consequences, even if it doesn’t result in decades behind bars.
