James Marvin Reed, a 62-year-old former U.S. defense contractor, has been sentenced to 6 years in prison for paying a 14-year-old girl for sex in the Philippines.
According to court documents, Reed, then 52, engaged in commercial sexual intercourse with the then 14-year-old victim on multiple occasions in 2007, while he was working in the Philippines as a contractor for the U.S. Department of Defense. The victim became pregnant as a result of their relationship.
In 2016, Reed was arrested by Philippine authorities and returned to the United States for prosecution. He pleaded guilty to engaging in illicit sexual conduct in a foreign place on April 19.
Senior U.S. District Judge Donovan Frank sentenced Reed to serve 72 months in prison, followed by 15 years of supervised release, and ordered him to pay $6,000 in restitution to the victim.
The case was investigated by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (ICE) and was prosecuted by the U.S. Attorney’s Office for the District of Minnesota.
The prosecution was part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse launched in May 2006 by the Justice Department. The initiative marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children via the Internet.
Reed’s case serves as a stark reminder of the devastating impact of sex crimes on victims and the importance of holding perpetrators accountable for their actions. The U.S. Attorney’s Office for the District of Minnesota and the U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (ICE) are to be commended for their tireless efforts in bringing Reed to justice.
