Former Harrison Police Chief Anthony Marraccini, 54, of West Harrison, New York, was sentenced to 18 months in federal prison for orchestrating a multi-year tax evasion scheme that hid more than $2.5 million in income from federal and state authorities. The sentence, handed down by U.S. District Judge Kenneth M. Karas, marks the fall of a lawman who once swore to uphold the very statutes he later defied.
Marraccini, who led the Harrison Police Department from 2011 to 2016, pled guilty in January 2019 to charges stemming from his dual life as a public servant and underground businessman. While collecting a public salary, he simultaneously operated Coastal Construction Associates LLC, worked as a salesperson for two title companies, and managed multiple rental properties—all while funneling unreported cash into personal accounts and evading oversight.
According to court documents, Marraccini failed to report over $2.3 million in revenue from Coastal Construction between 2011 and 2016. He routinely deposited checks into personal bank accounts, cashed others at check-cashing services, and siphoned cash from legitimate business deposits to understate earnings. He then fed falsified bank records to his tax preparers, falsely claiming those documents reflected the full scope of the company’s income.
On top of the construction fraud, Marraccini concealed more than $199,800 in rental income from two properties in Purchase, New York, between 2011 and 2015, and an additional $24,500 from a Rye, New York, rental in 2013 and 2014. In total, the scheme allowed him to evade $782,000 in federal income taxes and $119,000 in state taxes—amounting to more than $902,000 in unpaid liabilities.
In addition to his 18-month prison term, Marraccini was sentenced to one year of supervised release and ordered to pay a $25,000 fine. The sentence, delivered in the Southern District of New York, underscores the reach of federal accountability—even for those entrusted with enforcing the law.
Geoffrey S. Berman, former U.S. Attorney for the Southern District of New York, stated: “When Anthony Marraccini became a police officer in the Town of Harrison, he swore to uphold the law. Instead, he violated the public’s trust when he evaded more than $902,000 in federal and state income taxes. Today’s sentence serves as a reminder that the laws of our land apply to all, regardless of position or power.” The case was prosecuted by Assistant U.S. Attorney James McMahon, with investigative work led by IRS-CI and federal special agents.
