Washington – The Federal Deposit Insurance Corporation (FDIC) has embarked on a significant overhaul of its agency culture, unveiling a series of measures following allegations of sexual harassment and other interpersonal misconduct. In response to an independent review, the FDIC Board of Directors approved the creation of two new, independent offices to address these issues.

The Office of Professional Conduct (OPC) will handle complaints of harassment, interpersonal misconduct, and retaliation, while the Office of Equal Employment Opportunity (OEEO) will investigate discrimination and retaliation cases. Both offices will deploy independent third-party investigators, with directors for each position to be selected via a competitive hiring process.

In addition to these structural changes, the FDIC has issued two requests for proposals to retain firms specializing in transformational support. The Independent Transformation Monitor will audit all recommendations for agency culture improvements, while an Expert Third-Party advisor will offer guidance on these efforts.

The FDIC has also implemented a comprehensive Anti-Retaliation Policy and is currently soliciting employee feedback on draft policies regarding anti-fraternization. New exit surveys and harassment complaint communications are also being developed with input from employees. Furthermore, all FDIC employees, including senior management and supervisors, are undergoing in-person anti-harassment training, with 24 sessions completed for 1,741 employees to date.

This proactive approach by the FDIC reflects a commitment to fostering a respectful and inclusive workplace environment, ensuring accountability, and upholding ethical standards within the agency.
