Felix Dominguez-Rivera, a 38-year-old member of the Latin Kings street gang from Lebanon, Pennsylvania, is headed to federal prison for 168 months after being sentenced on January 9, 2017, for distributing massive quantities of heroin and crack cocaine and illegally possessing a loaded firearm. U.S. District Judge John E. Jones, III handed down the sentence in Harrisburg, marking a major blow to a key player in the region’s underground drug trade.

Dominguez-Rivera, classified as a career offender under federal sentencing guidelines, was responsible for distributing approximately 522 grams of heroin—equivalent to roughly 20,000 individual street bags—and 2,282 grams of cocaine base, or crack cocaine, between December 2011 and August 2013 in Lebanon County. The scale of the operation flooded local streets with deadly narcotics, fueling addiction and crime across the community.

On April 8, 2014, Dominguez-Rivera was arrested while in possession of a loaded Keltec 9mm handgun with its serial number deliberately scratched off—a clear sign of criminal intent. As a convicted felon, he was legally barred from owning or carrying any firearm. The weapon’s presence underscored the violent undercurrent of his drug enterprise and elevated the severity of his charges under federal law.

In addition to his 14-year prison term, Judge Jones ordered Dominguez-Rivera to serve four years under federal supervision upon release and to pay $1,800 in fines and special assessments. Prosecutors emphasized that his gang affiliation and repeated criminal conduct justified the stiff sentence, aimed at disrupting organized drug networks operating in central Pennsylvania.

The investigation was a coordinated effort by the Drug Enforcement Administration, the Lebanon County Drug Task Force, Lebanon City Police Department, and the Cornwall Borough Police Department. The case was prosecuted by Assistant U.S. Attorney Daryl F. Bloom and Nichole Eisenhart, Lebanon County First Assistant District Attorney, serving as Special Assistant U.S. Attorney.

This prosecution was part of two major federal initiatives: the Heroin Initiative and the Violent Crime Reduction Partnership (VCRP). Both programs target high-level traffickers and armed offenders in the Middle District of Pennsylvania through joint operations between federal, state, and local agencies. Dominguez-Rivera’s conviction signals continued pressure on gangs and drug networks that exploit vulnerable communities.
