Kafomdi Josephine Okocha, Healthcare Conspiracy, Virginia 2025

LYNCHBURG, Va. – In a stunning admission of guilt, two former owners of 1st Adult N Pediatric Healthcare, Kafomdi ‘Josephine’ Okocha, 49, and Samuel Okocha, 52, have pleaded guilty to conspiring with others to commit federal healthcare fraud.

The duo faces up to eight years in prison at sentencing, following their charges in March 2025. They are joined by Carolyn Bryant-Taylor, 61; Shekita Gore (a.k.a. Shekita Steele), 38; Elizabeth Ilome, 41; and Eno Utuk, 47, all charged with similar offenses.

According to court documents, the scheme involved the submission of false Medicaid claims for services not provided. The owners, including Bryant-Taylor, Okocha, and Gore, were accused of paying parents or guardians for blank nursing notes used to inflate billing between 2017 and 2023.

In a statement, Acting United States Attorney Robert N. Tracci called the fraud scheme ‘egregious,’ emphasizing the impact on taxpayers and the Medicaid system.

The investigation is ongoing with support from the FBI’s Richmond Division and the Virginia Attorney General’s Medicaid Fraud Control Unit. Assistant U.S. Attorneys Jonathan Jones and Laura Taylor, along with Special Assistant U.S. Attorney Nicole Terry, are handling the prosecution.
