Arrion Marcus West, Sex Trafficking of Minors, IA 2024

Five eastern Iowa men are behind bars, facing federal charges for sex trafficking minors in a sordid network that exploited vulnerable youth across Johnson County and beyond. Arrion Marcus West, 25, Albert Kelly Price, 39, Kendall Andrew Streb, 52, Tommy Tate Collins, 40, and Isaiah Devon Patterson, 21, were indicted by a federal grand jury on May 15, 2019, and have since appeared in U.S. District Court in Des Moines. All are charged with exploiting underage victims for commercial sex acts, often lubricated with drugs and fear.

Arrion Marcus West is accused of trafficking two underage girls—between January and March 2018 and again in October and November 2018—using force, fraud, or coercion. Prosecutors allege he provided marijuana to one victim while profiting from her exploitation. He allegedly recruited, transported, and paid for sex acts, taking a cut of the proceeds. West now faces a 15-year mandatory minimum sentence, or life behind bars, if convicted.

Albert Kelly Price, 39, is charged with sex trafficking three minors, supplying two of them with marijuana, and driving them to hotels where they were paid to perform. The indictment claims Price knew the girls were under 18 and disregarded their age, using force and manipulation to control them. He faces the same 15-year mandatory minimum up to life imprisonment for each trafficking count.

Kendall Andrew Streb, 52, is charged with trafficking two minors, distributing methamphetamine to them, and possessing firearms as a drug user. Between February 2018 and February 2019, Streb allegedly shuttled minors to hotel rooms, paid for sex, and maintained a cache of weapons tied to his drug activity. He faces life in prison on sex trafficking charges, in addition to drug and firearm penalties.

Tommy Tate Collins, 40, is accused of sex trafficking a minor while supplying her with marijuana and cocaine. He allegedly paid the underage girl for commercial sex acts, fully aware of her age. Isaiah Devon Patterson, 21, is charged with advertising a minor for prostitution online, knowing she was under 18. Both men face a 10-year mandatory minimum on trafficking charges, with potential life sentences.

The Southern District of Iowa’s U.S. Attorney Marc Krickbaum announced the charges, emphasizing the ongoing federal crackdown on child exploitation. Human trafficking, as defined by federal law, doesn’t require movement across state lines or physical bondage—control through drugs, fear, or manipulation is enough. While the defendants remain presumed innocent until proven guilty, the indictment paints a harrowing picture of systemic abuse and exploitation. Trial is expected later this year before U.S. District Judge Stephanie M. Rose, with all five men currently held in federal custody.
