Heroin Trafficking Ring Busted in Syracuse

A brazen heroin trafficking operation in Syracuse has been dismantled, with four men from the city and one from New York City charged in connection with the crime. The suspects, identified as Gavin Ballog, 29, Yan Morales, 29, Brian Morales, 28, Juan Santa, 27, and Jesus Manuel Lopez Mendez, 34, are accused of operating a massive heroin distribution ring.

Authorities seized over 62,000 individual bags of heroin, totaling more than two kilograms, along with two handguns during the investigation. The charges filed against the five men carry mandatory minimum sentences of ten years and maximum sentences of life in prison, a fine of up to $10,000,000.00, and a term of supervised release of at least 5 years.

The probe, which used court-ordered wiretaps, was a collaborative effort between the U.S. Drug Enforcement Administration, the New York State Police, the City of Auburn Police Department, and Investigators from the Onondaga County District Attorney’s Office.

Gavin Ballog, Yan Morales, Brian Morales, and Juan Santa were arrested on February 2, 2019, while Jesus Manuel Lopez Mendez was taken into custody today while in the custody of immigration authorities.

All five defendants have appeared in federal court in Syracuse and are being held without bail. The charges against them are merely accusations, and they are presumed innocent until proven guilty.

The case is being prosecuted by Assistant U.S. Attorney Carla B. Freedman. The investigation is a stark reminder of the devastating impact of heroin trafficking on communities and the importance of law enforcement’s efforts to dismantle these operations.
