BRYAN, OHIO – David Culver, 35, of Fountain, Florida, is facing federal charges after a chilling plot to eliminate a social worker unraveled in Bryan, Ohio. Culver was arrested and charged with one count of use of interstate facilities for murder for hire, following an investigation by the FBI and Bryan Police Department.

The case began to surface on May 16, when authorities received information from an individual identified as C1, alleging Culver’s intent to have a social worker murdered. Court documents reveal Culver, a convicted child endangerer and registered sex offender, has family ties to Bryan. C1 indicated the targeted social worker was connected to an investigation that led to the removal of Culver’s children.

According to an affidavit, the exchange began with text messages on May 15. Culver messaged C1, stating, “I did move to Florida, I came back up here an ram into some shit. But do u still have any contacts with some bad people? I need a huge favor.” When C1 inquired, Culver’s response was blunt: “I need to get rid of some ASAP.” Pressed for details, Culver allegedly texted, “None breathing.” The conversation escalated, culminating in Culver offering $1,000 for the hit, and even providing a screenshot of the child protective services investigator assigned to his case.

The sting operation reached its climax on May 18 at a McDonald’s restaurant in Bryan. An undercover Bryan police officer, posing as a hitman, met with Culver. The affidavit states Culver confirmed he had the funds and identified the social worker as the person responsible for losing custody of his children. When asked for proof of completion, Culver chillingly requested a photograph and stated he wanted the woman to “disappear.” He handed over $200 as a down payment before being taken into custody.

Culver is scheduled to appear in U.S. District Court in Toledo on Monday at 12:30 p.m. While a conviction could carry a significant sentence, the final determination will rest with the Court, considering factors such as Culver’s criminal history and the specifics of the offense. It is important to remember that a charge is merely an accusation, and the government bears the burden of proving guilt beyond a reasonable doubt.
