Lear Enclarde, Conspiracy to Commit Honest Services Mail Fraud, Louisiana 2013

Grimy Times has learned that former Orleans Parish Bond Clerk Lear Enclarde, age 68, was found guilty today of Conspiracy to Commit Honest Services Mail Fraud in a one-count Bill of Information, announced U.S. Attorney Dana Boente.

According to court documents, Enclarde, who worked in the Orleans Parish Criminal Clerk’s Office from 1973 through 2010, accepted cash and things of value from an unlicensed bail bondsman in exchange for her permitting the unlicensed bondsman to use the name of another, licensed bondsman and to forge that licensed bondsman’s signature on official court documents.

The scheme allegedly allowed the unlicensed bondsman to operate in Orleans Parish, while masquerading as a legitimate business, and potentially netting thousands of dollars in profits.

Enclarde faces a maximum term of imprisonment of 5 years, a fine of $250,000.00 and 3 years of supervised release following any term of imprisonment upon sentencing, scheduled for September 17, 2013.

The case was investigated by the Federal Bureau of Investigation, the New Orleans Police Department, the Orleans Parish District Attorney’s Office, and the United States Attorney’s Office.

The case is being prosecuted by Assistant U.S. Attorney Dan Friel.

In a shocking display of corruption, Enclarde’s actions threaten the integrity of the judicial system in Orleans Parish.

With this guilty plea, Enclarde’s reign of corruption comes to an end, and the people of Orleans Parish can finally feel a sense of justice.
