Energy Program Scammer Sentenced to Prison

Walter Craig Bradway, 65, a former resident of Glastonbury, Connecticut, and current resident of Holmes Beach, Florida, was sentenced to 13 months in prison for defrauding the federal energy program, a scheme that netted him over $9 million in funds he was not entitled to.

Bradway, the owner and president of Glastonbury-based DataComm Services LLC, submitted over 300 applications for Section 1603 reimbursements for solar panel projects in multiple states between 2010 and 2011. However, many of these applications were fraudulent, as Bradway claimed the projects were installed and in service when, in fact, they had not been completed or even begun.

Bradway also overstated the size and cost of projects to increase reimbursement amounts and submitted false documentation, including falsified engineer reports and fake interconnection agreements with local utility companies. As a result, he received approximately $9,026,637 in funds he was not entitled to.

Bradway voluntarily disclosed his criminal conduct to the U.S. Treasury Department, which led to his prosecution. He pleaded guilty to one count of wire fraud on February 1, 2016, and was sentenced by U.S. District Judge Alvin W. Thompson in Hartford to 13 months in prison, followed by three years of supervised release.

In addition to his prison sentence, Judge Thompson ordered Bradway to perform 600 hours of community service and pay restitution in the amount of $8,935,266.50, which accounts for approximately $91,000 he has already paid.

The case was investigated by the U.S. Department of Treasury – Office of Inspector General and prosecuted by Assistant U.S. Attorney Sarah Karwan.

Bradway’s actions demonstrate the corrupting influence of greed and the importance of holding individuals accountable for their crimes. The sentencing in this case serves as a reminder that those who engage in white-collar crime will be brought to justice.
