BOSTON – Stephen John Hallissey, 37, of Framingham, is facing federal charges after authorities discovered a sickening cache of child pornography on his computer. The defendant was charged today in U.S. District Court in Boston with possession and receipt of child pornography, offenses that carry significant penalties.
According to court documents, Hallissey was arrested following the execution of a federal search warrant at his Framingham residence. A preliminary review of his computer revealed a disturbing collection of over 10,000 images and videos depicting the sexual abuse of children. The sheer volume of material suggests a prolonged and deliberate pattern of depravity.
During questioning, Hallissey reportedly admitted to routinely downloading child pornography from the internet and even uploading it to websites featuring sexually explicit content involving minors. This admission paints a picture of an individual not simply possessing illegal material, but actively contributing to the cycle of abuse and exploitation.
Hallissey appeared before Magistrate Judge David H. Hennessy and agreed to pretrial detention, effectively forfeiting his right to a preliminary hearing. This move suggests a lack of a strong defense, as a preliminary hearing would have required the government to demonstrate probable cause that Hallissey committed the alleged offenses.
The investigation was spearheaded by the Federal Bureau of Investigation’s Boston Child Exploitation Task Force (CETF), a multi-agency coalition including the Boston Police Department, Arlington, Malden and Norwood Police Departments, the Massachusetts Department of Correction, and the Massachusetts State Police, with assistance from the U.S. Postal Inspection Service. United States Attorney Carmen M. Ortiz and Special Agent in Charge Vincent B. Lisi announced the charges today. Assistant U.S. Attorneys David G. Tobin and Seth Orkand are prosecuting the case as part of the Major Crimes Unit.
This case is being pursued under the umbrella of Project Safe Childhood, a nationwide Department of Justice initiative launched in 2006. The program aims to protect children from exploitation and abuse by coordinating federal, state, and local resources to identify, apprehend, and prosecute offenders.
