In a significant blow to the narcotics trade, Francisco Ortiz’s (also known as Ortuno) 29-year-old life has been forever altered. A Mexican national illegally residing in Dallas, Ortuno was sentenced to 170 months in federal prison by U.S. District Judge Amos L. Mazzant, III on March 4, 2026, for conspiring to distribute and possess with intent to distribute methamphetamine.

According to the evidence presented in court, Ortuno was part of a larger Mexico-based drug trafficking organization (DTO) that operated a narcotics distribution cell in the North Texas area. The organization’s illicit activities led to multiple seizures of methamphetamine, cocaine, fentanyl, heroin, firearms, and large amounts of U.S. currency.

The investigation, which began in 2021, culminated in a dramatic encounter on October 4, 2022. Federal agents executed a search warrant at a Dallas residence used by the DTO to traffic narcotics. Upon knocking and announcing, agents were met with gunfire from a suspect inside the house. Ortuno and the suspect fled on foot, prompting a chase that ended with their capture and detention.

Inside the residence, agents seized over 30 kilograms of methamphetamine, four firearms, multiple drug ledgers, and supplies used to convert methamphetamine. The sheer scale of the operation and the brazen nature of the response from Ortuno and his associates serve as a testament to the dangers posed by such organizations.

This case is part of the Homeland Security Task Force (HSTF) initiative, established by Executive Order 14159, Protecting the American People Against Invasion. The HSTF is a whole-of-government partnership dedicated to eliminating criminal cartels, foreign gangs, transnational criminal organizations, and human smuggling and trafficking rings operating in the United States and abroad.

The HSTF places special emphasis on investigating and prosecuting those engaged in child trafficking or other crimes involving children. In this case, Ortuno’s actions directly contributed to the proliferation of methamphetamine, a substance that has devastating consequences for individuals and communities.
