Frank William Maile, Production of Child Pornography Abroad, New Jersey 2015

Frank William Maile, 63, of Hamilton, New Jersey, and formerly of New Egypt in Ocean County, is facing federal charges after a grand jury indicted him on multiple counts tied to the sexual abuse of two minors overseas. The cargo pilot, who traveled frequently abroad, allegedly produced and imported graphic videos of child sexual abuse from the Philippines, according to a five-count indictment unsealed today in Trenton.

Maile was arrested May 1, 2018, by agents from the Department of Homeland Security’s Homeland Security Investigations (HSI) Cherry Hill office. A retired U.S. Air Force veteran, Maile exploited his international travel to engage in illicit sexual conduct with two underage girls. Between November 27 and December 27, 2015, he filmed multiple sex acts involving the minors during a trip to the Philippines. He returned to the country from February 18 to March 28, 2016, and repeated the abuse, paying the victims for commercial sex acts, authorities say.

The indictment charges Maile with two counts of production of child pornography abroad, two counts of illicit sexual conduct in a foreign place, and one count of possession of child pornography in New Jersey. Each count of production carries a mandatory minimum of 15 years in prison, a maximum of 30 years, and a $250,000 fine. The illicit sexual conduct charges each carry up to 30 years and a $250,000 fine. The possession charge could bring up to 10 years and another $250,000 penalty.

At the time of his arrest, Maile was in possession of additional child sexual abuse material in Hamilton, New Jersey. The investigation revealed that he not only created the content but smuggled it back into the United States, violating federal laws designed to stop American citizens from exploiting children overseas. HSI agents led the probe, with support from the Ocean County Prosecutor’s Office and Plumsted Township Police Department.

U.S. Attorney Craig Carpenito, who announced the indictment, emphasized that such crimes will be met with the full force of federal law. Assistant U.S. Attorney Elisa T. Wiygul is prosecuting the case. Richard Reinhold, HSI’s Resident Agent in Charge, oversaw the investigation, which relied on digital forensics and international cooperation to build the case against Maile.

The charges are merely accusations; Maile is presumed innocent unless proven guilty in a court of law.
