Ganado School District, ELL Program Violations, Arizona 2024
In a shocking move, the Justice Department has reached a settlement agreement with the Ganado Unified School District in Ganado, Ariz., over allegations of ELL program violations.
According to sources, the district, which is located on the Navajo Indian Reservation, failed to provide equal opportunities to its English Language Learner (ELL) students.
The agreement stems from the department’s compliance review of the district’s ELL program under the Equal Educational Opportunities Act of 1974. The district, which cooperated throughout the review, is committed to improving its services for its Navajo ELL students and parents.
Under the terms of the settlement, the district will be required to implement wide-ranging measures to improve its ELL program. These measures include proper identification of ELL students when they enroll in the system, language-accessible communication with parents, and significant training for staff and teachers of ELL students.
The district will also be required to provide adequate materials to support the acquisition of English and academic content, monitor students who opt out of ELL services, and evaluate the effectiveness of the ELL program.
Acting Assistant Attorney General Jocelyn Samuels for the Civil Rights Division praised the district for its commitment to improving its ELL program. ‘We applaud the Ganado Unified School District for undertaking this significant step toward ensuring the success of every student in the district,’ she said.
